Authorities seek driver of car that eluded police, deputies

HENRY COUNTY - Law enforcement in Henry County arrested two individuals and are looking for a third who allegedly fled the scene where a robbery was reported.
The two individuals arrested were Anna Tampio, of Burlington, and Travis Guinard, of Burlington. Both were charged with second degree burglary, interference with official acts and assault on a peace officer, all felony charges.
According to a news release from the Henry County Sheriff's Office, at 10:41 p.m. on Thursday, Sept. 26, the sheriff's office received a report of a car parked at a residence north of Mt. Pleasant in the 1900 grid of 170th Street that 'did not belong” there.
Upon a deputy's arrival, three people, two males and a female, were found in a car. After a brief confrontation, all three ran from the scene. Almost two hours later at 12:30 a.m., a female was reported walking in the 1900 grid of Highway 218, later identified as Tampio. At 7:40 a.m., a male was reported walking on 200th Street, east of Highway 218, and later identified as Guinard.
The sheriff's office released another press report indicating that at 1:30 a.m. on Sept. 27, several area law enforcement agencies had responded to the burglary complaint on 170th Street from three hours before. Those agencies included the Iowa State Patrol, New London Police Department, and the Mt. Pleasant Police Department.
'While all units were on scene, the Iowa State Patrol attempted to stop a vehicle that was driving by in the area, to ascertain if they were involved with the burglary,” the report said. 'The vehicle fled.”
A short time later, the Henry County Sheriff's Office located the vehicle at the intersection of 160th Street and Marsh Avenue. Deputies attempted to perform a traffic stop, but the vehicle again fled, and a pursuit ensued.
The vehicle traveled northbound on Marsh Avenue at a high rate of speed. When the vehicle came to the intersection of 150th Street and Marsh Avenue, it attempted to make a left turn onto 150th Street, but lost control due to the high rate of speed, and crashed into the ditch on the north side of the roadway. The driver of the vehicle fled on foot from the scene. A subsequent search was conducted, but the driver was not located.
The vehicle was a black 2000 Chevrolet Monte Carlo. After an investigation, authorities believe the male driving the car is Craig Allen Kogel, 36, of Ottumwa. Kogel is wanted for driving under suspension, failure to provide proof of insurance, reckless driving, speeding, failure to maintain control, driving without a valid driver's license, failure to yield to an emergency vehicle and failure to obey a stop sign.
