Burlington man arrested in Mt. Pleasant for murder

MT. PLEASANT — A Burlington man has been arrested in Mt. Pleasant for the murder of a young woman in a night club.
Twenty-two-year-old Kaysean Rice has been charged with second-degree murder, reckless use of a firearm, intimidation with a dangerous weapon, and violation of a no-contact order (warrant). He remains at the Des Moines County Correctional Center, with a bail of $250,000.
According to police reports, on March 7, 2026, at approximately 11:20 p.m., police officers arrived at Chavy’s Bar and Grill at 1500 Agency St. in Burlington. They found a woman mortally wounded by a gunshot to the abdomen. This was Janea Elizabeth Osier, 19, of Mt. Pleasant. She was transported by ambulance to the Southeast Iowa Regional Medical Center, where she later went unconscious and died.
Before her death, the Emergency Department Doctor asked Osier who did this to her. According to the police report, she responded, “Kaysean.”
Detectives spoke with multiple witnesses on scene who identified the shooter, as well as the owner of the gun, as Kaysean Rice. Witnesses stated Rice told the individuals he was with, “I just shot her, we have to leave.” Witnesses stated Rice and the individuals he was with then left the business.
Security footage seemingly supports this, with footage showing Rice engaged in much pushing and shoving with a large group of people. Rice could be seen holding a gun and pointing it at an individual next to the wall and firing the gun. In footage, Rice then gathered his belongings and left the premises.
Upon his arrest in Mt. Pleasant, detectives spoke with Rice himself. By his account, he was in a bar fight with three women and one man, and his hair was being pulled. In desperation, he removed his handgun from his waistband and fired a single shot. Rice claimed he was not aiming for Osier in particular, and that the shot was intended as a warning.
On Friday, March 13, Rice waived his right for a preliminary hearing, which was scheduled for March 18. A trial date is currently not set.
