COVID-19 canceled the celebration but not the party:

WASHINGTON - Kenzie Quigley is a typical 10-year-old who likes unicorns, candy and surprises. She received a big one on Sunday when 20 vehicles full of friends and family members drove past her house and threw her a surprise birthday parade.
'I was so shocked. My mom said, ‘I have a surprise for you' and then I see this huge parade come through my street and I about had a heart attack from happiness,” she said.
Her father, Keary Quigley, said the original plan was to hold a birthday party but with the novel coronavirus limiting gatherings plans had to be changed.
'It was her 10th birthday so we wanted to do something kind of big for her,” he said. 'We just thought we would get a few people together and it kind of grew.”
About 20 vehicles came down Washington Boulevard, some decorated with signs wishing Kenzie a happy birthday. Candy, presents and balloons were tossed out of windows and family, friends and dogs waved from inside. Officers from the Washington Police Department lead the parade with lights and sirens alerting the street to Kenzie's big day.
Seeing so many people come together to help make his daughter's day is a special feeling, Keary said.
'It's really nice and it made it special for her because she was having a hard time with it being her 10th birthday and not being able to see everybody. This gave her a chance,” he said.
Although COVID-19 shut down the celebration, there's no way it could shut down the party.
'That was a massive party that I had never imagined. It was amazing and I didn't even think it was possible,” Kenzie said. 'This is the best birthday ever.”
