Dubuque moves ahead on plan to cut plastic bag use
Dubuque is moving on a plan to cut the use of plastic shopping bags by 90 percent by 2017.
The Telegraph Herald says the City Council on Monday approved the first reading of an ordinance requiring businesses to report the number of plastic bags they use. The issue will return for more discussion after a motion to waive subsequent readings failed.

Councilman David Resnick says at least one retailer is worried about sharing those numbers because it?s a competitive business. Resnick says he wants more information on businesses? concerns.
City Manager Mike Van Milligen says without getting data from retailers, the city won?t know if the program is working.
