Fairfield man arrested for choking woman

FAIRFIELD – A Fairfield man has been charged with strangling a female victim who had a no-contact order against him.
Timothy Andrew Halley, 38, of Fairfield, was arrested on Friday, April 18 and charged with domestic abuse assault strangulation and bodily injury (Class D felony), assault against a person with a protective order, and violation of the order of protection.
According to a news release from the Fairfield Police Department, officers were dispatched to the 900 block of North 10 th Street after multiple 911 calls from the area.
“Dispatchers could hear screaming in the background, but no communication was made with the caller,” stated the news release.
Officers located the person who placed the call, and determined that a domestic assault had occurred. The female victim reported that she had been assaulted by a male subject against whom she has a no-contact order.
According to the police report, the female said she was leaving the residence because the defendant had become physically aggressive, and officers observed red marks on her neck.
“The victim reported that the defendant shoved her against a wall and proceeded to choke her,” stated the report, which added that this choking impeded her ability to breathe.
As of Monday, April 21, Halley was being held at the Jefferson County Correctional Facility with no bond, pending a court appearance.
A criminal charge is an accusation, and all suspects are presumed innocent until proven guilty.
