Holden Phelps was properly dressed against the cold Wednesday morning and didn?t seem to mind the walk to school. Though the air temperature had risen to 12 degrees by school start time, the wind, although fairly light, made it seem more like 3 degrees. An arctic blast plummeted temperatures to single digits overnight with wind chills below zero today.
