Ronald Russell, 69, identified as the dog?s owner, was charged with fifth-degree theft, a simple misdemeanor. While Russell was speaking to employees, it was determined that he had placed non-purchased items in his pocket.
An investigation determined that Russell had committed a theft when he had a candy bar in his pocket that was not paid for.
A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
