Shall the board of directors of the Fairfield Community School District in the counties of Jefferson, Henry, Van Buren, Wapello and Washington, state of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $10,000,000 to provide funds to remodel, repair, improve, renovate, furnish, and equip the existing high school building and site to build, furnish, and equip an addition to the existing high school, including improvements to comply with the Americans with Disabilities Act, upgrade heating, ventilation, and air conditioning systems and building infrastructure, and improve instructional and extra-curricular spaces and security?
