The city has ?declared war on potholes,? according to Fairfield City Councilman Ron Adam. Leo Schafer looks on as Wayne Swafford operates Fairfield?s new spray injection patching machine Monday afternoon to repair a large eroded patch on North Court Street. Public works superintendent Darrel Bisgard said the city has been using the machine since July and already has refilled the 220-gallon tank of emulsion, basically tar, four times. Bisgard explained the machine first blows air to clean the spot, then alternately layers emulsion and three-eighths clean chips until the hole is filled. Bisgard said the machine has been working nicely on spots too large to patch with cold mix.
