Paul Gandy wants to grow Fairfield in ‘responsible and sustainable way’

Paul Gandy is running unopposed for re-election for Ward 2 (north part of Fairfield) on the Fairfield City Council.
Though Matthew Johnson’s name will also appear on the ballot as a candidate for Ward 2, he announced an end to his candidacy after the ballot was printed.
The following is a questionnaire The Southeast Iowa Union sent to Paul Gandy:
1. Why are you running for re-election on City Council?
I am running to continue the important work of protecting and growing Fairfield in a responsible and sustainable way. Having served the last eight years, I have seen the positive difference a dedicated City Council can make in a small town. I am committed to leveraging my experience and institutional knowledge to guide our city's strategic growth, ensure continued fiscal health, and maintain the small-town quality of life we cherish. My dedication to public service is a family tradition, inspired by my mother and grandmother’s lifelong commitment to civic participation.
2. What skills and attributes make you a good council member?
My primary attribute is proven experience and institutional knowledge. I have served two full terms, and crucially, I have served on every standing City Council committee, including Ways and Means, Economic Development, and Public Safety. This depth of experience allows me to be fact-based, respectful, and balanced in decision-making. As a Council Member, my focus is always on pragmatic solutions, fiscal responsibility, and ensuring the long-term, sustainable quality of life for all Fairfield residents.
3. What are your main accomplishments in life?
My greatest accomplishments during my time in office stem from strategic leadership that directly generated economic development. As the Chair of the Rural Housing Readiness Assessment Steering Committee (2022-2025), I spearheaded the effort that created the blueprint for several major projects. This work directly led to the vital Sunrise Trail Housing Development and securing our prestigious Main Street Iowa designation.
My work is guided by the philosophy that a rising tide lifts all boats, focusing on expanding our tax base through smart, targeted growth. Additionally, I have consistently advocated for long-term infrastructure planning, ensuring our water, sewer, and road systems are modernized and reliable to support our community's future.
4. What about the city needs the most improvement, and how could you as a council member help with this?
The city's greatest need is to build on the momentum we have created while ensuring that growth is controlled, inclusive, and financially sound. My third term will be focused on these three clear priorities:
A. Responsible Economic Development: We must continue to take a supportive and leadership role, as needed, to encourage smart development, ensure long-term job growth, and expand our tax base sustainably.
B. Continued Fiscal Responsibility: Leveraging my extensive service on the Ways and Means Committee, we must maintain disciplined budget management and strategic financial planning to ensure stable property tax rates and efficient use of every public dollar.
C. Upholding the Integrity of Our Democratic Process: I commit to working with the County Auditor's office to ensure our local polling locations are safe, accessible, and run with the highest level of professionalism and respect for all Fairfield voters. This includes ensuring the safety of our dedicated election workers, who are the bedrock of our government.
