Joshua Lee Phelps, 37, 207 E. Buchanan Ave., Apt. A5, was arrested at 10:14 p.m. Saturday at his residence for simple assault.
Mary Barr reported vandalism at 9:39 a.m. Saturday at 606 W. Monroe Ave. Estimated damages to two tires are $100.
