Fairfield Police Department investigated at 4:02 p.m. Thursday a report of a rear window broken out of a 1998 Oldsmobile sometime between 8-9:30 a.m. Thursday at 102 N. Cromwell Ave.
Miguel Ontiveros, 34, of Stockport, was cited for improper backing at 11:18 a.m. Tuesday. He was plowing First National Bank parking lot with a John Deere 3720 tractor. He backed out onto Court Street and made contact with a 2005 Chrysler Town Car driven by Mary Christine Kaska, 59, of 2501 167th St. No injuries were reported at the scene. The Chrysler had an estimated $1,500 in damages.
The following information is Fairfield Police Department?s initial contacts summary for Tuesday, Wednesday and Thursday provided at the Jefferson County Law Enforcement Center.
3:46 a.m. Tuesday: Citizen reported at domestic disturbance, could hear a male yelling. Police investigated, argument was verbal only.
3:53 a.m. Tuesday: Kelli Pauls, 39, was arrested on two warrants for fifth degree theft.
8:11 a.m. Tuesday: Citizen reported a traffic light malfunction. Stop light at Iowa Tire was staying red; contacted city shed.
8:12 a.m. Tuesday: Citizen reported alarm at Iowa State Bank and Trust. Employee at bank accidently set off alarm; everything is OK.
9:04 a.m. Tuesday: Someone ran over a stop sign, advised city shed.
11:17 a.m. Tuesday: Citizen called about three cars parked in the street for about four days and haven?t been moved, makes it hard for plows to plow street. Police determined vehicles were legally parked, will have next shift re-check.
11:33 a.m. Tuesday: Citizen reported confined spaces at wastewater department. Confined space entry should take about 30 minutes.
12:30 p.m. Tuesday: Citizen reported harassment; boyfriend?s daughter is being harassed on Facebook, wants to know what can be done. This is a continuation of a previous report. It?s already been referred to the county attorney?s office.
2:11 p.m. Tuesday: Citizen reported barking dogs. Police sat in front of the residences and heard nothing.
3:49 p.m. Tuesday: Citizen reported theft of firewood. While caller was in Florida, someone took a stack of wood located on the northside of the residence, estimated value at $100. Resident noticed the wood missing at around 7 a.m. and noticed footprints from the driveway leading to where the was wood stacked. No suspects or witnesses.
1:31 a.m. Wednesday: A business contacted police about an alarm; delivery person activated alarm by accident.
7:20 a.m. Wednesday: Police contacted city shed, advised workers Fourth Street and Kirkwood Avenue needed a little sand, hazardous road conditions.
8:28 a.m. Wednesday: Jefferson County secondary roads department advised police a moped was parked in the road across from an apartment building, and it had been parked there also during the last snow storm. Moped towed.
8:33 a.m. Wednesday: Behner Funeral Home requested police escort around 10:30 a.m. from St. Mary Church to Spencer Cemetery, traveling along Glasgow Road.
9:49 a.m. Wednesday: traffic violation, verbal warning.
9:55 a.m. Wednesday: traffic violation, vehicle stopped for obstructed view; had driver remove snow from window, verbal warning.
10:11 a.m. Wednesday: traffic violation, verbal warning. Robert Reighard, 56, cited for speeding at C Street and Burlington Avenue.
10:11 a.m. Wednesday: Citizen called about alley blocked by snow, possibly done by snow crew that plows the Kirkwood Apartments.
11:21 a.m. Wednesday: Citizen called about receiving phone calls asking for financial information. Called back later to say it was a prank from her daughter?s friend.
11:40 p.m. Wednesday: Vehicle accident ? John Ulicny, 65, and Craig Wagner, 60, both were driving east in 100 block of West Broadway Avenue, but stopped in road. Ulicny saw an empty parking space behind him backed up and collided with Wagner. Drivers exchanged information. Ulicny was cited for backing.
12:20 p.m. Wednesday: Vehicle was backing out of space, vehicle died. Called AAA, can?t have help there for about 45 minutes; caller asked for police help to push vehicle back into space because it was blocking traffic.
2:28 p.m. Wednesday: 911 misdial. Citizen was talking on phone, hit buttons with her chin. Everything was OK.
2:40 p.m. Wednesday: Police assisted person with disabled vehicle, gave person a ride to courthouse.
3:12 p.m. Wednesday: traffic violation, verbal warning.
3:21 p.m. Wednesday: Police received a missing person report from Ottumwa Police Department. Bonnie Darlene Sullivan, 16, white female, 5-feet 2-inches tall, 200 pounds, black hair, blue eyes, light skin. She was wearing a hooded sweatshirt, blue and pink shirt, green pajama pants and black tennis shoes.
3:37 p.m. Wednesday: traffic violation, verbal warning.
4:19 p.m. Wednesday: traffic violation, verbal warning for speeding.
4:32 p.m. Wednesday: traffic violation, verbal warning.
6 p.m. Wednesday: Motorist called about a black Ford Focus in the median on Highway 34 near Batavia. Vehicle was checked, unoccupied. It appears vehicle was traveling west and lost control and slid into median. It was just over the line into Wapello County. Had dispatch advise Wapello County and state patrol that vehicle was checked and found unoccupied.
6:24 p.m. Wednesday: Motorist assist, disabled vehicle. Driver said another vehicle cut him off and he lost control and slid into the north ditch by mile marker 205 on Highway 34. Vehicle had no damage and a tow pulled vehicle out of ditch. Stood by for traffic control.
7:25 p.m. Wednesday: traffic violation, verbal warning for not having current registration.
8:05 p.m. Wednesday: Citizen reported vehicle being driven without insurance coverage.
8:55 p.m. Wednesday: Motor assist, disabled vehicle. Police assisted Iowa State Patrol with traffic control on Highway 34 eastbound where a semi slid off the road and into the ditch at mile marker 208 on Highway 34.
6:29 a.m. Thursday: Police patrol witnessed a vehicle driving in front of him slide off the road into median, no damages. Leon Suastegui, 40, was cited for no driver?s license. A second car was already in the median, a towing company towed both vehicles.
7:49 a.m. Thursday: Caller advised a white van had slid into a ditch. No damage. Driver?s father came with a tractor and pulled van out.
7:59 a.m. Thursday: Jamie Wiggins, 24, cited for speed in 300 block of East Kirkwood Avenue.
8:06 a.m. Thursday: Vehicle spun into median, driver got vehicle out of median and at the side of the road and can?t find keys. Driver said he had not removed keys from ignition and truck was running poorly after he left median. Tow was called at owner?s request.
8:15 a.m. Thursday: Caller asked for someone to help keep the peace in Batavia at 5 p.m. Friday. According to caller, an individual is proposing two 5,000-head concentrated animal feeding operations with the option for two more at a site southwest of Batavia. A public meeting at 5 p.m. with news media, CAFO owner and a steering committee against the proposal is scheduled at the Batavia Community Center. Caller requested a deputy in case things get heated.
8:20 a.m. Thursday: Traffic violation, verbal warning for expired plates. Driver said it was grandmother?s car. Also warned to remove snow covering rear window.
10 a.m. Thursday: Caller reported someone messing with her house; someone put snow in front of door and screen was open and won?t close.
11:28 a.m. Thursday: traffic violation. Nathaniel Zumstein, 64, cited for failure to wear seatbelt.
11:49 a.m. Thursday: Caller reported hunters and dogs on property scaring owner?s animals. Called again to say hunters were leaving in five trucks, headed toward Dewberry. Police spoke with a neighbor who said coyote hunters had been in the area.
12:12 p.m. Thursday: Police contacted for an individual to remove items from the house of ex-spouse. Police stood by while items were retrieved.
12:14 p.m. Thursday: Caller reported a guy in camouflage walking the tracks trying to catch a bus. Police located walker and talked with him.
12:25 p.m. Thursday: traffic accident. Heath Granneman, 22, backing out of his driveway, collided with Lu Ann Davis, 76 driving east on Fillmore Avenue. No damage to Granneman?s vehicle. Hood on Davis car dented. Drivers exchanged information. Granneman was cited for unsafe backing.
1:04 p.m. Thursday: Citizen called about a silver Volkswagen Jetta with no plates parked too close to alley. Police could not find anything in city code requiring a distance from an alley, just not blocking an alley. No violation.
3:44 p.m. Thursday: Citizen reported two cars parked on sidewalk that impede walking, citizen did not know vehicle descriptions or if they had been moved, because he walked to law center. Police observed no parking violations in location described.
4:55 p.m. Thursday: Citizen reported an unoccupied white truck in a parking lot parked against an SUV, unknown if any damage. Police found both vehicles registered to same owner, phone number no longer in service. One vehicle apparently pulled or pushed into the other, no damage.
5:29 p.m. Thursday: Anonymous complaint about neighbor playing loud music for 24 hours and a female standing in middle of street yelling.
5:43 p.m. Thursday: 911 misdial. Citizen was trying to dial 919, everything was OK.
5:50 p.m. Thursday: Citizen reported a neighbor?s dog jumped fence and getting in fight with her dog.

7 p.m. Thursday: Citizen reported seeing a vehicle, unknown if it?s a truck or car, due to distance, on the railroad track 10-15 minutes with an unknown number of people shining flashlights toward residence that no one is supposed to go near. The truck, people and lights were BNSF working on a train that was stopped.
7:10 p.m. Thursday: Caller advised law enforcement needed for an accident where a car hit a trailer; call transferred to Washington County.
7:30 p.m. Thursday: Vehicle stopped for passing in the turn lane at 32nd Street and Burlington Avenue. Driver Francisco Capetillo, 22, given a verbal warning for passing and written warning for expired registration on an Aaron?s Rent-a-Center truck.
8:48 p.m. Thursday: Edith Carolina Cabrera Morales, 46, was cited for expired registration. She was not happy and thought police unfair. She thought she deserved a warning and extra time. Police advised her the five extra months she had already had was fair enough.
9:29 p.m. Thursday: Citizen called about disturbing the peace. Noise complaint from anonymous caller about house with window open and kids yelling, being loud in general, playing a video game ? a common problem at this house late at night. Police unable to make contact with anyone at the house, could see kids watching from the upstairs, but none of them would come to the door. Will have day shift try and make contact.
10:23 p.m. Thursday: traffic violation, verbal warning for brake light out.
10:28 p.m. Thursday: 911 misdial. Open line on callback, no answer, police left voicemail. No cell sector found.
