Kevin Wayne Franklin, 53, of 504 S. Sixth St., was arrested at 5:40 p.m. Saturday in the 100 block of West Broadway Avenue. He is charged with possession of a controlled substance, marijuana, third and subsequent offense, and public intoxication, third and subsequent offense.
Police received a report at 5:48 p.m. Friday of fourth-degree theft, $351, taken out of a wallet in Lockridge.
