A caller early Tuesday morning at Highway 92 in Washington reported a shoplifter. Two officers responded. Meagan Jean Helton, 40, of Iowa City, was arrested on a charge of fifth-degree theft.

Traffic other
A caller Monday afternoon at North Iowa Avenue in Washington reported a vehicle that got stuck in their driveway in the mud. The owner left the vehicle and had not returned since 7:20 a.m. An officer responded and advised the caller that she could have the vehicle towed since it was on her property.
Animal complaint
A caller Monday morning at 250th Street in Washington reported a palomino horse in her yard. It was seen running down the road earlier. The subject called back to advise that it was running back up the road where it possibly resided. An officer responded. The horse was put back into the pen. Contact was made with the owner, who was advised of the situation.
A caller Monday night at Waters Way in Washington reported a German shepherd running loose with no collar. The dog had her cat in its mouth, and the caller was bitten. An officer advised that it was uncertain whether the dog or the cat bit the caller. The incident was documented.
A caller Monday night at Highway 22 and Palm Avenue in Kalona reported that two cows were in the roadway on Highway 22. An officer was not able to locate the animals. A second call reported two red-and-white steers running on the roadway. An officer responded. The owner was contacted. The incident was documented.

A caller Monday night at North Fifth Avenue in Washington reported that people were yelling outside. The subject was looking for her dog. She was advised to stop yelling.
Family offense non-violent
A caller Monday evening at Tulip Avenue in Riverside reported a 15-year-old was out of control at the residence. Two officers responded. An officer transported the juvenile to the University of Iowa Hospitals Emergency Room in Iowa City, and the parents followed in a private vehicle.

Fraud
A caller Monday afternoon at South Iowa Avenue in Washington reported receiving money via wire transfer two to three weeks ago and then was being asked to send money to another location. An officer responded. The subject was not out any money. The information was documented.
Illegal dumping
A caller Monday evening at Redwood Avenue in Riverside reported trash in the ditch. An officer spoke with the subjects who left the trash in the ditch. They had until 3 p.m. Tuesday to have it cleaned up.

Motor vehicle theft
A caller Monday morning at North Harrison Street in Brighton reported that her white 2011 Ford Escape was stolen. It was last seen at 5 p.m. Sunday. An officer responded. There was a pink sticker on the rear window of the driver side. The driver's license of the female registered owner was also inside the vehicle. It was entered as stolen. The vehicle and the driver's license were entered as stolen.
A caller Monday morning at Lone Oak Circle in Fairfield reported locating a vehicle that was reported stolen through Washington County. An officer responded, and the vehicle was canceled from the system. The vehicle was towed by RPM Towing of Fairfield. The driver's license belonging to the registered owner was also located inside the vehicle and was removed from the system.
Stolen property
A caller Monday morning at South G Avenue in Kalona reported a stolen trailer from the property. It was a 2007 H & H tilt trailer, gray in color, and unloaded. An officer responded. The trailer was entered into the system.

A caller Monday afternoon at Coppock Road in Washington reported missing an engagement ring, for documentation purposes. They noticed it about March 1. The caller had reported it to his insurance company.
