Jefferson County Sheriff?s Office responded to an accident at 5:28 p.m. Thursday at Second Street near Mound Street. Shawn Douglas Brandt, 43, of Ottumwa, was driving a 2004 Ford Explorer north on Second Street and hit a parked 1998 Ford F-150 pickup truck. Brandt said he was distracted looking at Christmas lights. The Explorer had an estimated $3,000 in damages; the pickup truck, $1,000.
