The Jefferson County Sheriff?s Office arrested Melinda Sue Franklin, 39, and Jeffrey Joe Snoddy, 44, both of 400 Fourth St., Lot 3, Batavia, between 9-10 a.m. Tuesday at their residence for conspiracy to manufacture more than 5 grams of methamphetamine, possession of a controlled substance and possession of drug paraphernalia. The Jefferson County Sheriff?s Office arrested Melinda Sue Franklin, 39, and Jeffrey Joe Snoddy, 44, both of 400 Fourth St., Lot 3, Batavia, between 9-10 a.m. Tuesday at their residence for conspiracy to manufacture more than 5 grams of methamphetamine, possession of a controlled substance and possession of drug paraphernalia. Franklin also is charged with theft. The sheriff?s office was assisted by the Iowa State Patrol Tactical Team, Iowa Division of Narcotics Enforcement, Southeast Iowa Inter-Agency Drug Task Force and Jefferson County Police Reserves.
