Wanted man found on Stewart roof
A Washington man got onto the roof of Stewart Elementary School Sunday afternoon at about 5:30 p.m. Police responded and requested that the fire department bring a ladder to the school so that he could climb down. Upon helping the man to the ground, the police discovered that he had an outstanding warrant and proceeded to place him, Justin Kyle Lough, 21, under arrest.

A Washington man got onto the roof of Stewart Elementary School Sunday afternoon at about 5:30 p.m. Police responded and requested that the fire department bring a ladder to the school so that he could climb down. Upon helping the man to the ground, the police discovered that he had an outstanding warrant and proceeded to place him, Justin Kyle Lough, 21, under arrest.
Lough had an outstanding warrant in Keokuk County for fifth degree theft. His bond was $300. The police drove Lough to Talleyrand where he was transferred to Keokuk County custody.
Washington Fire Chief Tom Wide said he was not involved in the incident but that it was the first time he had ever heard of anyone getting onto the roof of any school building in town.
Stewart Elementary School Principal Adam Miller said he was notified of the incident but that he didn?t know any of the details. He said the Washington Police Department was going to brief him on the incident Monday afternoon. He said he was not aware of any way someone could climb on the roof of the school, short of scaling the wall, since there are no exterior ladders attached to the building.
Lough was charged with theft in Keokuk County in March 2011. As a juvenile, he was charged with giving a false report to law enforcement authorities in April 2005 at the age of 15. That year he was also charged with third-degree burglary, and later theft, although the theft charge was dismissed. In 2006, he was charged with operating a vehicle while intoxicated. In 2009, he had to pay a fine of $330 for the offense of purchasing or possessing alcohol under the legal age. In 2004 he pleaded guilty to possessing tobacco under the legal age and the next year pleaded guilty to violating the city of Brighton?s curfew.
