Washington man sentenced for up to 30 years
Defendant convicted of twice impregnating adopted daughter

WASHINGTON — Kevin Orris, 65, of Washington, Iowa, was sentenced to prison for up to 30 years following a contested sentencing on Dec. 2, 2022, according to the Washington County Attorney’s Office.
In September of 2021, court documents show Orris was charged with Sexual Abuse in the Third Degree, a Class C felony, and Incest, a Class D felony, following an investigation by the Washington Police Department. Authorities said Orris repeatedly committed sex acts with his daughter, whom he and his wife adopted in 2009, between 2016 and 2021. On two occasions, Orris impregnated his daughter, and each time he helped her get abortions, according to the County Attorney’s Office.
“On Sept. 2, 2022, Orris pled guilty to six counts of Incest, each a Class D felony, representing each year he committed sex acts against his daughter,” a news release from the County Attorney said. “Orris also agreed to admit that his daughter was a dependent adult, meaning Orris will be placed on the Sex Offender Registry for 10 years.”
At sentencing on Dec. 2, 2022, Orris requested probation while Washington County Attorney John Gish argued for consecutive prison sentences — meaning when one five-year sentence expires, Orris will have to serve the next sentence until all six are completed.
In its recommendation to the court, the Iowa Department of Corrections proposed Orris go to prison for the maximum extent possible under the law. The court agreed with both Gish and the Department of Corrections, sentencing Orris to prison for up to 30 years, according to the news release.
