A Waterloo man was arrested Monday afternoon for interference with official acts, possession of a controlled substance with intent to deliver and on a Henry County warrant for failure to appear on a charge of violating a no-contact order after leading police on a foot chase in downtown Washington.
According to court records, Terrance Deshaun Allen, 34, of Waterloo was approached by an officer while sitting in Central Park in Washington with another subject at about 1:28 p.m. Monday. The officer?s report said that he knew Allen was wanted out of Henry County for failure to appear on a violation of a no-contact order and the officer wanted to talk with both in reference to a vandalism incident that occurred in the City of Brighton.
The officer reported seeing the two subjects leave the park walking northwest at Main Street and Marion Avenue. The officer reported he felt Allen would attempt to flee when told he had a warrant. He also said there was a group of about eight subjects with the two in the park, so the officer waited for them to branch out before approaching Allen.
The report said that after speaking with the two subjects, Allen was advised he had a warrant and was ordered to place his hands behind his back. Allen ran southbound on the west sidewalk of Marion Avenue. He then crossed the street and ran through the gravel lot where the former Perdock dealership was located. He crossed B Avenue and fell at the corner of the alley entrance on the west side of B Avenue between Washington and Jefferson streets. He crawled to the corner of the entrance and laid there for a few seconds. The officer reported he got up and ran with a limp into the back yard of 215 South B Avenue. He was taken into custody in the back yard.
Officers traced Allen?s path backwards and located a sandwich bag containing 10 small, individually wrapped baggies of a green leafy substance in a bush at 215 South B Avenue. The report said that Allen was taken into custody no more than 15 feet from the bush.
The court report said that $838 was located on Allen?s person and the money was seized due to locating the items. After speaking with the county attorney, charges of possession with intent to deliver were filed. The report said as of two weeks ago, Allen was unemployed and according to his intake at the Washington County Jail, Allen stated he roofed for his uncle but was unable to provide a company name. He said he got paid in cash.
According to the report, the substance was field-tested and came back positive for marijuana. There was reportedly about 12.3 grams of marijuana. The bag was sent to the Department of Criminal Investigation crime lab for fingerprint testing. The report said the marijuana contained a lot of stems and wasn?t high quality marijuana. It said that having a large number of stems is a trick drug dealers use to increase the weight of smaller bags without using larger amounts of quality marijuana and therefore increasing the profit margin.
