Wayland approves agreement for city attorney's services

WAYLAND ? Attorney Mike Vance of Mt. Pleasant will be the city attorney for Wayland for another year, according to the agreement made at last night?s city council meeting.
According to the contract, Vance will be paid for meetings and all legal services, except litigation, at a rate of $150 per hour. Litigation services will be paid at $180 per hour. For attendance at council meetings, there will be a minimum charge of $250, and Vance will be required to attend the first council meeting of each month, unless a request is made by Vance to be excused or the council advises Vance that his attendance is not necessary.
In the event that the city informs Vance that his attendance is not necessary for the first monthly meeting, he will be paid a minimum ?on-call? fee of $150, even though his attendance was waived.
The agreement between the city and Vance shall begin on July 1, 2014, and continue for one year, however, either party may terminate the agreement with a 30-day written notice to the other party.
At the beginning of the council meting, a public hearing on a budget amendment was held. The amendment was needed due to the excessive gas usage caused by the unusually long and cold winter, according to City Clerk Bev Conrad.
The budget was amended to reflect the change in revenue, in the ?charges for services? line item, due to more people using and paying for gas than was expected for the year. The line item changed from $833,375 to $923,375. This is an increase of city revenues of $90,000.
A quote for an outdoor lagoon site camera/video recorder was also reviewed by the council. According to city officials, the council reviewed the quote and decided to gather more information and make a decision at the next council meeting.
The quote from Loss Control Specialists of Iowa City included a total cost of $3,250 for the hardware and software required for this project.
The council also:
? Approved the renewal license from a class C permit on-premise liquor, wine or beer for The Bar, located at the 200 block of West Main Street.
? Approved sending Conrad to the IMP Academy in Ames, July 23 through July 25.
The next Wayland city council meeting will be May 21 at 7:30 p.m. at Wayland City Hall.
