Wayland City Hall, Community Center to be re-roofed

WAYLAND ? The Wayland City Hall and Community Center will be receiving a new roof in the immediate future.
The council approved the low bid of $15,000 from Manning Construction, of Wayland, to re-roof the city building. The measure was approved in a 4-0 vote, with Councilman Chet Fort abstaining as Fort Carpentry also bid on the project.

WAYLAND ? The Wayland City Hall and Community Center will be receiving a new roof in the immediate future.
The council approved the low bid of $15,000 from Manning Construction, of Wayland, to re-roof the city building. The measure was approved in a 4-0 vote, with Councilman Chet Fort abstaining as Fort Carpentry also bid on the project.
Lyle Manning, owner of Manning Construction, said he hopes to begin on the project before the first of June.
During the meeting, the council was approached by Lynn Whaley, of Whaley Waste Systems, to ask if the council would consider opening up bids for the city?s solid waste contract. Currently Luke Waste Management handles the city?s waste and recycling. The city?s contract with Luke Waste Management ends in August.
?I?ve contacted Bev (Conrad, city clerk) multiple times in the last three years requesting the opportunity to bid on the trash service and recycling here in town,? said Whaley. ?It appears the contract is coming due and I would like to see the city open that up for bids.?
Whaley said he would be willing to produce two bids, one for garbage bag pick-up, like what is currently done, and another for trash carts. Whaley said the carts, as he refers to them, are 65-gallon trash cans with wheels. He said they are easy to handle for customers and less work for his crew as the garbage truck lifts the cans and dumps its contents into the truck bin. Whaley added switching to the trash cart method may slightly raise rates, however, customers would not have to purchase bags from the city.
Councilman Aaron Barnhart moved to open up the bidding for the city?s waste management. The measure passed unanimously.
Moving to the next agenda item, the council approved purchasing a replacement light bar for the police truck. Police Chief Ron Roth told the council last month that his squad lights were ?about shot?, and after being in use for 10 years a new set was needed. The council approved the purchase of a new light bar from 911 Custom Outfitters for $1,685. Conrad said a $300 installation fee would also have to be paid at a later date.
In other business, the council:
? Approved Frank Bruty?s request for a new sidewalk as part of the Sidewalk Program.
? Authorized a $1,200 investor pledge to the Mt. Pleasant Area Development Commission.
? Renewed the Class C Permit for on-premise liquor, wine and beer at The Bar.
? Renewed the cigarette permit for Wayland BP.
? Approved the Fiscal Year 2016 budget amendment.
? Authorized Conrad to attend the Clayton Energy Gas Meeting in Omaha, Neb., on May 26-27.
? Approved building permits for Janet Peterson, 605 North Pearl St., to re-side the house, replace four windows and the front door; Ron Mast, 111 West 2nd St., to re-side two garages and replace two windows in the garage; Rex Sinn, 504 Highway 78, re-roofing house; David Schlatter, 310 South Pearl St., installing dog fence.
