RICHLAND - C.D. "Ike" Conner age 81 of Richland died Monday at the Veterans Hospital in Iowa City.      He was born November 16, 1925 in Keokuk County, Iowa, the son of Isaac and Alma Neal Conner.      Ike graduated from Sigourney High School in 1943.      He was an Army veteran of World War II where he received 2 "Purple Hearts for wounds received while serving in Okinawa."      Ike was superintendent and
