Wilma Spicer, 81, of Mesa, Ariz. died Oct. 14, 2005 at her home.      She was born Dec. 6, 1923 in Illinois, the daughter of Ross and Harriet Hines of Mt. Pleasant. She married Wayne Spicer in 1946. She was a member of Eastern Star #38 and the American Legion Auxiliary. She was a former resident of Mt. Carl W. Jarvis, 89, of Washington, died Wednesday, Oct. 19, 2005, at Halcyon House, following a lengthy illness.      Memorial services will begin at 1:30 p.m. Friday, Oct. 21, at Jones-Eden Funeral Home in Washington, with the Rev. Paul Aspengren, 77, of Elko, Nev., formerly of Mt.
