Joseph Abram Frakes, 93, of Fairfield, died Tuesday, Oct. 12, 2004, in Fairfield.      Funeral services will be held at 10 a.m. Saturday, Oct. 16, at Behner Funeral Home in Fairfield. Mr. Frakes's body was cremated and will be buried at a later date. A memorial has been established for Hospice of Washington County.      Mr. Frakes was born on Feb. 28, 1911, in Jefferson County. On July 3, 1938, he married Viola May
