Dr. Paula E. Miller, 68, of Newton, Kan., died on Oct. 28, 2003, at her home.      The graveside service was at 10 a.m. on Oct. 31 at the Forest Home Cemetery in Mt. Pleasant. Broadway Colonial Funeral Home of Newton is in charge of arrangements.      She was preceded in death by her parents, and a sister, Isly Dotts.
