Frances LaRay Fern, 88, of Washington, died Tuesday, July 1, 2003, at United Presbyterian Home in Washington, following a lengthy illness.      Funeral services will be held on Tuesday, July 8, at Jones-Eden Funeral Home in Washington, with the Rev.
