KEOTA - Arthur Anthony Peiffer, 89, of Harper, died suddenly, Saturday, Feb. 15, 2003, at Keokuk County Health Center in Sigourney.      A Mass of the Resurrection will be held at 10:30 a.m. Tuesday, Feb. 18, at Holy Trinity Parish-St. Elizabeth Catholic Church in Harper, with the Rev.
