WEST LIBERTY - Rev. Ralph Henry Farmer, 67, of Springdale, died Friday, Aug. 23, 2002, following a brief illness.      Funeral services were held today at First Church United in West Liberty. Dr. Thomas L. Dare, 72, of Washington, died Sunday, Aug. 18, 2002, at Washington County Hospital, following a lengthy illness.      Funeral services will be held at 11 a.m. Saturday, Aug. 24, at the United Presbyterian Church in Washington, with the Rev.
