MARENGO — Rachel Kabedi Livio, 22, of Coralville, was charged Sept. 9 in Iowa County District Court with driving while barred.
The Iowa County Sheriff’s Department stopped Livio Sept. 8 about 10:17 p.m. at mile marker 223 on Interstate 80 for driving 25 miles per hour. According to the report filed with the court, Livio had a flat tire but continued to drive on the roadway at less than the minimum 40 miles per hour.
The report says that Iowa Department of Transportation files showed Livio barred as of Nov. 4, 2024.
Kadince Lee Kuesel, 22, of Williamsburg, was charged Sept. 9 with theft in the 2nd degree, a Class D felony.
Williamsburg police say that Kuesel was an employee of Casey’s General Store at 602 S. Highland in Williamsburg from Feb. 28, 2025 to Aug. 26, 2025. During that time, Kuesel allegedly activated seven gift cards that he did not pay for on various dates.
The total value of the cards, including activation fees, was $1,090.70, the criminal complaint says.
Kuesel also allegedly told the Casey’s Asset Protection Specialist that he took three packs of cigarettes a week without paying for them, a total value of $832.
Carolyn Jean Wolfer, 69, of Williamsburg, was charged Sept. 4 with driving while her license is denied, suspended, canceled or revoked.
The Marengo Police Department encountered Wolfer Sept. 3 at 11:30 a.m. on Eastern Avenue, according to a report filed with the court.
George Douglas Flanegan, 41, of North English, was charged Sept. 8 with driving while his license was denied, suspended, canceled or revoked. Williamsburg police stopped Flanegan Sept. 7 at 6:300 p.m. on O’Donnell Road, according to the criminal complaint.
Musab Mohamed Mohamed, 46, of Des Moines, was charged Sept. 9 with driving while his license was denied, suspended, canceled or revoked. The Iowa State Patrol stopped Mohamed Aug. 31 at 10:15 p.m. on Interstate 80 at mile marker 208.
Marques Anthony Holland, 48, of Dallas, Texas, was charged Sept. 3 with operating a motor vehicle while under the influence, first offense.
The Iowa State Patrol stopped Holland just after midnight Sept. 3 on the I-80 west ramp to M Avenue. According to the report filed with the court, an officer stopped to assist the driver of a Freightliner that was blocking the I-80 westbound exit ramp at mile marker 216.
The truck was facing eastbound in the westbound lane, the court document says.
Holland told the officer that his GPS made him go the wrong way, according to the report. The officer smelled alcohol and noted that Holland’s eyes were bloodshot and his speech was slurred.
A field sobriety test showed impairment, the court document says. Holland refused a breathe test and chemical testing.
Holland was also cited for driving in an improper lane. He pleaded not guilty. a non-jury trial is set for Jan. 6, 2026 at 9:30 a.m.
Roderick S. Kimbrough, 21, of Springfield, Illinois, was charged Sept. 6 with possession of drug paraphernalia and possession of marijuana.
The Williamsburg Police Department stopped Kimbrough on Interstate-80, mile marker 220, about 5:18 p.m. Sept. 6. Kimbrough possessed commercially purchased marijuana from Illinois and a glass pipe with residue in the bowl, the police report said.
At the same time and place, police arrested Andrea Jabree Pettigrew, 20, of Springfield, Illinois. Pettigrew was charged Sept. 6 with possession of marijuana first offense.
According to police, Pettigrew possessed commercially purchased marijuana from Illinois and an unopened package of marijuana commercially purchased as well as lip balm containing THC and a THC vape devise, according to the criminal complaint.
Lucas Brandon Takes, 27, of Marion, was charged Sept. 7 with driving while his license was denied or revoked. Takes was stopped by the Iowa County Sheriff’s Department about 7 p.m. Sept. 6 at Jefferson Avenue and Pine Street in Marengo.
Zander Alan Keim, 21, of South Amana, was charged Sept. 9 with possession of marijuana, first offense.
According to a report filed with the court, the Iowa County Sheriff’s Department responded to a cash detection notification about 2:36 a.m. Sept. 4 at 2731 190th St. At the residence, Keim produced a commercially packaged box which contained four pre-rolled marijuana cigarettes, one partially consumed, the court document says.
The total amount of marijuana was 4.8 grams, the report said.
