REIC audit report released

Winkel, Parker and Foster, CPA PC on March 31, 2023 released an audit report on the Regional Environmental Improvement Commission of Iowa County, Iowa.

Financial highlights

The Commission had total receipts of $926,601 for the year ended June 30, 2022, a 3.56 percent increase over the prior year. Disbursements for the year ended June 30, 2022 totaled $1,019,288, a .80 percent decrease from the prior year. The significant increase in receipts is due primarily to gate receipts and assessments.

Audit findings

Winkel, Parker and Foster, CPA PC reported one finding related to the receipt and disbursement of taxpayer funds. They are found on page 22 of this report. The finding address issues such as a lack of segregation of duties. Winkel, Parker and Foster, CPA PC provided the Commission with recommendations to address the finding.

The finding discussed above is repeated from the prior year. The Landfill Commission has a fiduciary responsibility to provide oversight of the Regional Environmental Improvement Commission of Iowa County, Iowa’s operations and financial transactions. Oversight is typically defined as the “watchful and responsible care” a governing body exercises in its fiduciary capacity.
