Board of Supervisors reallocates shed funds
Move takes advantage of lower interest rates

MT. PLEASANT — At Tuesday’s Henry County Board of Supervisors meeting, Supervisors Marc Lindeen and Chad White approved the reallocation of unspent series 2022A General obligation Capital Loan notes.
“This is the reallocation,” Henry County Auditor Shelly Barber explained. “We bonded for $600,000 last year at this time, after the first of July to build three sheds for the road department.”
“We're not bonding anymore, we're just reallocating money,” Lindeen stated.
According to Barber, the cost of the shed came in at a much higher cost than originally anticipated.
Last year, the county built the salt shed, and this year, they intend to build a cold storage shed for the road’s department, however, the third building’s price came in far beyond budget.
“And the price comes in for the other larger building, that was the third one, and it was clear out of the price range of what we had,” Barber said. “So therefore, to utilize the money that we had got at a very low interest rate, we have to repurpose.”
White read three resolutions for the reallocation of these funds.
“The first resolution is to repurpose this $35,000 that [White] spoke of here to a concrete apron in front of the salt shed,” Barber said.
The second resolution reallocates funds to the increase cost of building the cold storage shed.
“This Board has held a public meeting and hearing upon the proposal for institute proceedings for the reallocation of certain unspent proceeds in the amount of not to exceed $139,878,” White read.
According to the second resolution, the funds will now be used to “pay costs of buildings, including sites or grounds of direction, equipment remodeling reconstruction of additions or extensions to the building, including all the above of the cold storage shed.”
The remaining $35,775.88 will go toward equipment for the road’s department.
“ … we are getting a motor grader rebuilt this summer,” County Engineer Jake Hotchkiss explained. “That would be the third one or whatever is left of those funds.”
According to Barber, any leftover money will be used to begin saving for the third shed to be built at a later time.
