Henry County Supervisors designate ISAC voting representatives
Supervisors name county officials to vote at ISAC under new compliance rules

MT. PLEASANT — The Henry County Board of Supervisors approved Resolution #21-2025, formally designating the county’s official voting representatives for the Iowa State Association of Counties (ISAC) at their regular meeting on July 31.
The action follows changes ISAC made to its articles of incorporation in November 2024, requiring each member county to pass a resolution naming who will vote on its behalf at association meetings. Board Chair Marc Lindeen read the resolution into the record before the vote.
ISAC serves as a nonprofit membership organization representing elected and appointed county officials from all 99 Iowa counties. Its purpose includes advocating for county government interests at the state and federal level, providing training and professional development, and fostering collaboration between counties.
Under the newly approved resolution, Supervisors Marc Lindeen, Chad White, and Steve Detrick will represent Henry County’s board at ISAC gatherings. The resolution also identifies department leaders to vote within their professional affiliates:
- Sheriff Rich McNamee, representing law enforcement
- County Attorney Darin Stater, representing county attorneys
- Auditor Robin Detrick, representing county auditors
- Treasurer Kellie Sloan, representing county treasurers
- Recorder Lynnae Buffington, representing county recorders
- Engineer Jake Hotchkiss, representing county engineers
- Assessor Nathan Milks, representing county assessors
- Emergency Management Coordinator Walt Jackson, representing emergency management
- Conservation Director Caleb Waters, representing conservation boards
- Public Health Director Katie Reuter, representing public health
- Planning and Zoning Administrator Joe Buffington, representing planning and zoning officials
- IT Director Derek Wellington, representing county technology staff
- Veterans Affairs Director Roger Pittsenbarger, representing veterans affairs offices
Supervisor Steve Detrick explained the reasoning for the change, noting it stems from ISAC’s status as a nonprofit corporation.
“Apparently ISAC is a 503(c) corporation, and they have to follow IRS guidelines,” Detrick said. “The counties really technically represent the organization as a whole, so the counties need to have voting representatives to support IRS mandates.”
While counties have long sent representatives to ISAC meetings, this formal designation ensures compliance with nonprofit rules and clarifies voting authority. Lindeen and Detrick both indicated the process does not change how the county participates in ISAC but makes the designation official on paper.
The resolution passed unanimously. The ISAC Annual Conference runs Aug. 20—22 in Des Moines, featuring policy discussions, educational sessions, and affiliate meetings where designated county representatives may vote on association business.
