City Council Holds Special Meeting

The New London City Council held a special meeting on July 17, 2025 with all members present and Dawn Sines joining by phone. The council approved the agenda. They opened with a public hearing.
They took citizen questions and/or comments on a proposal to enter into a purchase, sale, and development agreement with Adrian Wilson, Connie McManis, and David McManis related to a project within the South Pine Street Urban Renewal area. This includes the potential sale of the city’s interest in real property.
Hearing no citizen questions and/or comments, the public hearing was closed.
The council approved resolution #465. This was the final determination on the purchase, sale, and development among the city of New London and Adrian Wilson, Connie McManis, and David McManis within the South Pine Street Urban Renewal area (lot 4, Pine Street subdivision first addition) amending chapters 165-170 — zoning and subdivision.
In old business, the council discussed the contract with Southeast Iowa Regional Planning Commission (SEIRPC) for services pertaining to the building, rental, and nuisance code enforcement that didn’t pass. Because the enforcement didn’t pass, the contract with SEIRPC will have to be renegotiated. The fee could increase from $185 to $215.
In new business, the council discussed several places in town that need to be cleaned up. The council would like that information be given to Jack Swarm, the inspector hired through the SEIRPC. This will give him information as to which properties are in the worst shape and/or the ones the city has been pursuing for some time. The council is hopeful that with Jack’s expertise in building code enforcement the city will see improved results.
The meeting adjourned at 6:15 p.m. The next regular meeting of the New London City Council will be Aug. 18, 2025 at the city hall.
