The New London City Council met in regular session on Oct. 9, 2023. Council Member Scott Campbell was absent.
After approving an agenda, the first order of business was a public hearing. There were no citizen questions or comments on the proposal to enter into a purchase, sale, and development agreement with Chad Sovern Contracting Inc. related to a project within the South Pine Street Urban Renewal Area, which includes the potential sale of the City’s interest in real property. The Council then approved Resolution #411 making the final determination on potential sale of interest in real property and approving and authorizing execution of a purchase, sale, and development agreement by and between the City of New London and Chad Sovern Contracting, Inc. within the South Pine Street Urban Renewal Area.
In reports, Council Member Brad Helmerson reported that the Fire Department has received the air packs and masks purchased with the FEMA grant.
No one addressed the Council in open forum, and there was no old business.
In new business, the Council took the following actions:
- Approved pay estimates #4 and #5 to Hickey Contracting for the improvements to Division Street in the amounts $25,273.20 and $10,800.13 respectively.
- Approved Resolution #412 hiring Charles Garr III as a public works employee @ $24.20 per hour. He started Oct. 10, 2023.
- Approved Resolution #413 authorizing City sponsorship of the annual Holiday Stroll and a $600.00 donation.
- Approved a $750.00 donation to the Henry County Sheriff’s office for the school safety against active attack kits.
- Approved the reappointment of Nancy McCleary and Samantha Kelly and the appointment of Nikki Merschman to the H. J. Nugen Library Board with terms ending June 30, 2029.
The Council discussed sanitation services for FY 2024-2025. They discussed continuing to use a private hauler for the service rather than the city purchasing a garbage truck and providing the service in-house. There are many factors to take into consideration with this topic. They include cost, quality of service, reliability, etc. The council wants more detailed figures on what the two options would cost the City and to research the availability of garbage trucks. The Council tabled this until next month when they have more information.
They approved the placement of the New London Community School District state championship sign. It will be placed on the southeast corner of the intersection of South Pine Street and Nixon Drive. The Council would like to make sure that the sign is anchored down securely to prevent severe weather damage.
The meeting adjourned at 6:55 p.m. The next regular meeting of the New London City Council will be Nov. 13, 2023 at 6 p.m. at the City Office.
