Council Tackles Subdivision Issues

The New London City Council met in regular session on Jan. 14, 2025 with all members present. They approved the agenda, the consent agenda, and no one addressed the council in open forum.
In reports, Mayor Miller informed the council that equipment operator Bryan Kleinkopf will be leaving his employ here to work for the city of Danville. New London is advertising for the open position.
Councilman Berner stated that the South Walnut retaining wall by the child care center needs attention.
The draft of the building, rental, and nuisance codes has been received by all the council members. Mayor Miller would like to have a work session for the whole council to review them.
In old business, the council took the following actions:
- Approved resolution #446 naming Mayor Miller as the 2025 candidate to the Southeast Iowa Regional Planning Commission’s board of directors.
- Approved adding sidewalk construction on S Pine St. to the third phase of the S Pine St. residential subdivision as an alternate option. It will run from W Thompson St. to W Adams St. and S Pine St. to S. Maple St.
- Approved amending the previous motion to read as follows: adding the construction of a sidewalk on S Pine St. to the third phase of the South Pine Street Residential Subdivision as an alternate option. The sidewalk will be from the south property line of 500 S Pine St. to W Adams St. and S Pine St. to S Maple St.
- In discussing the third phase, the council would like to add the two lots on the north end of the fourth phase to the platting for the third phase so they can be sold and built on sooner. The two lots will not be for multifamily residential as originally planned, but will be single family residential.
- Approved Feb. 10, 2025 at 6 p.m. at the city office as the date for a public hearing for bid letting for the third phase of the South Pine St. residential subdivision. Bids are due and will be opened on Feb. 7, 2025.
- Approved the quote from L.L. Pelling to complete base repair and seal coating on W Adams St. from S Pine St. to Orchard Lane for $22,416.15.
In new business, the council discussed tax abatements for the South Street Residential Subdivision tax increment financing (TIF) district. They agreed that tax abatements would not be allowed because it would counteract the purpose of the TIF district. It would also upset the homeowners who built homes in the subdivision and did not have a tax abatement opportunity.
The meeting adjourned at 6:42 p.m. The next regular meeting of the New London City Council will be Feb. 10, 2025 at 6 p.m. in the city office.
