New London City Council Has Busy Night

The New London City Council met in regular session on Sept. 8, 2025 with all members present. They approved the agenda and the consent agenda and no one addressed the council in open forum. The meeting began with a public hearing on proposed ordinance #85. Hearing no citizen questions or comments, the council approved ordinance #85 amending provisions pertaining to parking regulations. The second and third readings were waived. They were concerned with no parking zones and snow removal.
A second public hearing was held for proposed resolution #471. Hearing no citizen questions and comments, the council approved resolution #471. It approved the preliminary plat for Dover Estates subdivision phase 2 and authorizing early construction of two model homes.
Old business was next. The Council approved purchasing a CAT 265 XPS compact track loader with attachments from Altorfer for $130,848, trading in the 2009 CAT 226B skid steer with a trade-in value of $19,393. The final cost is $111,455. The city will be purchasing an 84 month plus a 3,000 hour premier warranty for $1,100.
The council approved installing the sidewalk on S. Pine St. from 500 S. Pine to Nixon Dr. as a change order with Hickey contracting for approximately $35,175.
The discussion about the repair of the retaining wall near the child care center continues. Councilman Berner met on Sept. 18 with the NLCCCC board and will have more information after that meeting.
They then turned to new business. They approved pay estimate #5 for $44,845.32 to Hickey Contracting for the Pine Street Subdivision Third Addition for the manhole adjustment and mailbox unit pad for $1,950.00.
They approved Resolution #470 authorizing the temporary street closures and establishing a budget for Oktoberfest 2025 as a fundraising event for new city park playground equipment.
The council approved the community service agreement with the Red Flag Horseless Carriage Tour providing $500 for food for the event. The city will need the receipt for expenses from 2024 and 2025 before they issue a check for the agreement.
The Council took the following actions:
- Approved Nicole and Justin Farrier to have a maximum of six chickens (no roosters) at 106 N. Maple St.
- Approved Friday, Oct. 31, 2025 from 5 p.m. — 7 p.m. for Trick or Treat.
- Approved Resolution #468 submitting the Street Finance Report for fiscal year 2025.
- Approved sending a request for proposal for the fiscal year 2026, 2027 and 2028 audits.
- Approved Resolution #469 ratifying, confirming and approving publication of notice of competitive bidding; approving reasonable competitive bidding procedures for and setting the date for a public hearing on the proposal to convey interests in real property located within the South Pine Street Urban Renewal Area; directing publication of related notices; and declaring the intent of the City to accept the offer submitted by H & A Contracting, LLC in the event that no qualified competing proposals are submitted (Lot 1, Pine Street Subdivision First Addition).
- Approved Resolution #472 approving an addendum to the 28E Joint Intergovernmental Action agreement providing for a Southeast Iowa Safety Group and authorizing the Mayor to sign the agreement.
The meeting adjourned at 6:35 p.m. The next regular meeting of the New London City Council will be Oct. 13 at 6 p.m. in the city office.
