Sidewalks, Subdivisions, and EMS Service on the City Council’s Agenda

The New London City Council held their regular monthly meeting on July 2, 2024 with all members present. They approved the agenda and the consent agenda and then heard a report from Mayor Miller. He expressed concern that entire trees are being put in the dumpster that are for only leaves and limbs. The council reiterated that the dumpster is for only leaves and limbs.
In open forum, Michelle Rosel, with Henry County EMS Essential services, informed the Council about an upcoming special election on Sept. 10, 2024. The election will be a vote on a new tax levy of $0.48 per $1,000.00 to fund EMS services. The Henry County Health Center has had their current funding capped. They are unable to continue to provide the same level of EMS services without the additional funds. Ms. Rosel warned that Henry County could potentially find itself without any EMS services as they are the only provider. She asked the Council to consider a resolution in support of the new tax levy at their next meeting.
In old business, the Council rescinded the motion from the May 13, 2024 meeting to approve a quote to paint the exterior of the H. J. Nugen Library from Robert James for $4,500 for labor only with the city purchasing the paint.
They approved a quote from Midwest Premier Painting to paint the exterior of the H.J. Nugen Library for $4,874.00 that includes paint and labor.
The Council directed the City Clerk to get a price from Nehring Construction to replace the vinyl siding on the upper section of the west wall of the library with Hardie board rather than painting the existing damaged vinyl siding.
In new business, the Council took the following actions:
- Approved Resolution #434 authorizing the City Clerk to transfer funds for FY 2025.
- Approved Hickey Contracting to replace the sidewalk on Madison St., N. Walnut St., N. Division St., and N. Elm St. with the cost to not exceed $12,000. This project is being completed along with Alliant Energy who is also replacing sections of sidewalks in these areas.
- Approved Klinger & Associates to complete four eighteen inch cores on W. Adams St. for $1,500. These cores will check the base of the road in preparation for possible paving with asphalt.
- Approved engineering agreement with French Reneker Associates for the third addition of the Pine Street Subdivision for $43,500
The Council discussed the need for a sidewalk in the 400 to 600 blocks of South Pine Street, noting all the foot traffic in this area. The council recognizes the need to protect everyone’s safety and will include the project with the bidding for the infrastructure for the third addition to the Pine Street Subdivision.
The council discussed a yard waste disposal/burn site. Mayor Miller asked the Council if they would be open to a burn site to dispose of yard waste as opposed to paying for dumpsters and suggested the property the city owns east of 814 E. Adams Street. The council had concerns with monitoring the site and wind being an issue when burning. The council will continue to search for alternatives to yard waste dumpsters.
The Council discussed public use of city dumpsters and agreed that this is an issue and shouldn’t be encouraged. However, the council didn’t have a good solution to the problem.
The meeting adjourned at 6:45 p.m. The next regular City Council meeting will be Aug. 12, 2024 at 6 p.m. in the City Office.
