Sidewalks, Subdivisions, and Several Resolutions on the City Council’s Agenda

The New London City Council met in regular session on June 10, 2024 with all members present. The Council approved the agenda, and no one addressed the Council in open forum.
A public hearing was held to take citizen questions and/or comments on proposed Resolution #428. Hearing none, the Council approved Resolution #428: the agreement between the City of New London and Chad Sovern Contracting Inc. within the South Pine Street Urban Renewal Area (Lots 1, 3-5, Pine Street Subdivision Second Addition).
A public hearing was held to take citizen questions and/or comments on proposed Resolution #429. Hearing none, they approved Resolution #429: it approved and authorized the conveyance of certain real property to Tasty Tracts LLC and approving and authorizing execution of a related real estate purchase agreement.
A public hearing was held to take citizen questions and/or comments on proposed Resolution #430. Hearing none, they approved Resolution #430: adopting the proposed amended and restated urban revitalization plan for the New London City-Wide Revitalization Area.
In reports, CM Dan Berner inquired about the status of repairs to the sidewalk in front of 110 W. Main St. The sidewalk needing replacement has been prepared for repair and the Public Works Dept. has it on their to-do list. It should be repaired soon.
The consent agenda was approved and included the route for the 4 th of July parade hosted by VFW Post 7641
In old business, they took the following action: approved Resolution #431 adopting employee hourly wages for FY 2024-2025 and authorizing its implementation. CM Dawn Sines abstained.
Then turning to new business, the took the following actions:
- Approved Resolution #432 adopting the multi-jurisdiction hazard mitigation plan for Henry County, Iowa.
- Approved Resolution #433 amending Resolution #419 authorizing the City Clerk to transfer funds for FY 2024.
- Approved paying out 115.5 hours of Todd Sines’ vacation with CM Dawn Sines abstaining. The Council noted the Police Department is still short one officer, which has prohibited Officer Sines from using all of his vacation. The Council is hopeful the new arrangement with the Henry County Sheriff’s Office covering some of the city’s patrol hours will allow the officers to take their vacation in the next year.
- Approved renewing the Wellmark health insurance policy for the employees and keeping the renewal date September 1st, 2025. CM Dawn Sines abstained.
The Council discussed replacing the sidewalk on Madison St., N. Walnut St., N. Division St. and N. Elm St. These sidewalks need to be patched from the construction work Alliant Energy has been doing in the city. The Council would like to replace the sidewalks rather than patch them and make it four feet wide where possible.
Mayor Miller has been in contact with Alliant and is negotiating where they will be paying to replace the sidewalk and the areas the city will be responsible for. Alliant has agreed to use the city’s contractor, Hickey Construction, for all their hard surface repairs. Mayor Miller will continue negotiations with Alliant and Council Members Benz and Helmerson will help as well when they are available.
The Council discussed sending out requests for proposals for a fuel provider as the city/utility’s current contract Cobb Oil is expired. Cobb has been purchased by another fuel company and will be changing hands in August 2024. The Council would like to send out a new request for proposal for a fuel provider if the Utility Board is agreeable.
The Council also discussed starting the third addition to the Pine Street Subdivision. All the lots in the second addition have been sold, and the Council would like to look into constructing the infrastructure for the third addition. City Clerk Kasi Howard was directed to contact the City’s engineering firm, French Reneker, to get that process started.
The meeting adjourned at 6:40 p.m. The next regular meeting of the New London City Council will be July 2, 2024 at 6:00 p.m. at the City Office.
