The City Council has a full agenda

The New London City Council met in regular session on Oct. 13, 2025 with all members present. They approved the agenda, the consent agenda, and no one addressed the council in open forum.
The meeting opened with public hearings. The first was on proposed Ordinance #86. It amends provisions pertaining to stop or yield required-section 65.01 waiving the second and third readings. Hearing no citizen questions or comments, the motion carried.
The second was proposed Resolution #475. This resolution makes the final determination on the potential sale and approving and authorizing execution of a purchase, sale, and development agreement by the city and H&A Contracting LLC within the South Pine St. Urban Renewal area (Lot 1, Pine St. Subdivision, first addition). Hearing no citizen questions or comments, the motion carried.
In reports, the new skid steer and mulching attachment are here. According to Mike Phillips Jr., it has worked out well for the brush piles, plus it has plenty of power.
In old business, the council took the following actions:
· Approved the amendment to the lease agreement between the city and Q3 Contracting Inc. extending the agreement out until Dec. 31, 2025.
· Approved the amendment to the purchase agreement between the city and Joshua and Kelsey Bradley extending the closing date on or before Dec. 3, 2025.
The council discussed the retaining wall at 507 S. Walnut St. Mayor Miller met with NLCCC board to discuss the issue. After a consultation with the city engineer Matt Walker, and weighing all the options, it was decided, for safety reasons, to remove the top two rows of blocks. Walker felt that it would be best to remove the block wall and dirt, install tile for drainage, set a solid base, and restack the block wall. In the spring, the city could get a quote for the cost and the determination of who will pay for the project.
The council then discussed the purchase of new playground equipment for the city park. The committee raised $2,097.03 from Oktoberfest and has some ideas for future fundraising as does the council. It includes further fundraising and grants.
The council then took up new business. They took the following actions:
· Approved resolution #473 authorizing the temporary closing of the public way. It includes the 100 block of N. Maple St. and the 300 block of W. Washington St. They will be closed to the public for Trunk or Treat on Friday, Oct. 31, 2025 from 5 to 7 p.m.
· Approved resolution #474-job descriptions for all members of the New London volunteer fire department.
· Approved Mikayla Kinzenbaw and Skyler Huston to have up to six chickens (no roosters) at 105 N. Pine St.
· Approved the gas facilities extension agreement with Alliant for the 3rd edition of the Pine St. subdivision in the amount of $16,390.45.
· Approved the annual Urban Renewal Report for fiscal year 2024-2025.
· Approved the annual Financial report for fiscal year 2024-2025.
· Approved resolution #476 approving reasonable competitive bidding procedures for disposition of certain property located within the South Pine Street Urban Renewal Area; directing publication of related notices; and declaring the intent of the city to accept the offer submitted by Christopher G. Anderson and Melissa A.
Anderson in the event that no qualified competing proposals are submitted (Lot 3, Pine Street Subdivision Third Addition).
· Approved the Mayor’s appointment of Karl Riley and Brent Roth as a trustee on the New London Municipal Utilities board with terms ending 11/30/2031. Mayor Miller will contact the newly appointed trustees as well as the ones who were not reappointed and explain the council’s decisions.
· Approved collecting the lot selling fees for Lot 4, of the First Addition to the Pine Street Subdivision from Wilson-McManis in the amount of $2,293.19. The Council completed the public hearing process for the sale of the lot only for Wilson-McManis to back out of the sale on the closing date.
The meeting adjourned at 6:30 p.m. The next regular meeting of the New London City Council will be Nov. 10, 2025 at 6 p.m. in the city office.
