The June Meeting of the NL City Council

A joint meeting of the New London City Council and Utility Trustees was held on June 16, 2025. All members from both groups were in attendance with Travis Benz joining by phone. The agenda was approved by both groups.
In new business, the council and the trustees discussed the mowing situation. Both groups were in agreement that it is best for the rest of this year to continue having their full-time employees mow their properties. No action was taken. The two groups adjourned the special meeting at 6:06 p.m. They may get mowing bids for next year, but earlier in the season.
The regular meeting of the city council was called to order at 6:08 p.m.
The council approved resolution #459 adopting employee hourly wages for fiscal year 2025-2026 and authorizing implementation. Council woman Sines abstained.
The council approved resolution #461 ratifying, confirming, and approving publication of notice of competitive bidding; approving reasonable competitive bidding procedures and setting the date for a public hearing on the proposal to convey interests in real property located within the South Pine Street Urban Renewal area to Adrian Wilson, Connie McManis, and David McManis; directing publication of related notices; and declaring the intent of the city to accept the offer submitted by Adrian Wilson, Connie McManis, and David McManis in the event that no qualified competing proposals are submitted.
The Council discussed the city’s options to install a sanitary sewer on Dover Circle and how the infrastructure would help encourage the property’s development. The Council would like to enter into an agreement with developer John Siegel to help fund the installation of a sanitary sewer on Dover Circle with the following terms: the developer will pay the cost to install the sanitary sewer, the City will pay the developer $5,200 for each home that is constructed in the development and connected to the sanitary sewer within the next 10 years, reimbursement will not exceed $57,065 or the cost of installation with ever is less and the 10 year period will start once the installation of the sanitary sewer is complete. The Council will take action on the agreement at their regular July meeting.
In new business they took the following actions:
- Approved pay estimate #2 with Hickey Contracting Co. for the Pine St. subdivision third addition for $61,484.82.
- Approved reinvesting general funds of $159,610, capital improvement funds of $72,030, and sewer funds of $$70,310 in 182 day CDs at Danville State Saving Bank at 4.5%.
- Approved short term property lease with Q3 Contracting, Inc. from June 16 through Sept. 15, 2025 at a monthly rate of $500.
- Approved the parade route for the VFW’s Fourth of July parade ay 10 a.m. on July 4, 2025.
- Approved the Wellmark BC/BS renewal for the employees group health insurance at an increase of 1.07%.
- Approved the appointment of Stephanie Fischer and Cody Lambert to the H J Nugen Library Board of Trustees with a term ending June 30, 2031.
- Discussed amending the city code pertaining to fireworks to comply with changes in State code. They will amend the city code to match Chapter 727.2 of the state code. They will take action on the amendment at the July meeting.
