Supervisors approve updates to county employee handbook

Washington County employees will soon see changes in the employee handbook the supervisors voted to approve during their meeting Tuesday.

The changes will apply to all county workers and reflect benefits the Secondary Roads Department received before they decertified their union last fall. In regard to overtime hours, the board approved defining overtime hours as more than 40 hours worked in a week instead of more than eight hours per day, as it was previously stated.

In regard to call-back time, where an employee is called to work outside their normal work hours, they will receive a minimum of two hours’ pay at their regular hourly rate. If the project takes longer than two hours, they will be paid for each additional hour they work. This will not apply when the employee is called back to work within one hour of the employee’s regular working hours. In that case, the employee will be paid for time actually worked.

If any employee is called in to work on a holiday, they will receive holiday pay, plus a minimum of two hours’ pay at 1 1/2 times the regular rate.

Supervisors also approved allowing department heads to allow compensation time instead of payment for overtime hours at a rate of 1 1/2 hours for each hour of overtime worked. Vacation time was amended for employees who have worked one to four years with the county to accrue 3.08 hours per pay period for a total of 80 hours per year. For those who have worked five to 11 years, they will accrue 4.62 hours per pay period for a total of 120 hours per year and for employees who have worked 12 years and beyond, an accrual of 6.15 hours per pay period for a total of 160 hours per year.

The changes will go into effect with the new fiscal year on July 1, 2019, and were approved by a vote of 3-1. Supervisor Abe Miller was the sole nay vote and Supervisor Stan Stoops was absent from the meeting.
